All telephone and telegraph companies, electric light and power companies and other persons erecting or maintaining poles upon the public streets, sidewalks or other public places of the City shall paint or stencil such poles with the name of the company, firm or person owning or operating such pole, in a plain and legible manner. Such painting or stenciling shall be kept at all times in such a condition that it can be plainly read.
