When a petition subscribed by fifty percent in interest of the owners or fifty percent of the foot frontage of property abutting upon any street, alley or highway in the City, is regularly presented to Council for the purpose of improvement of such street, alley or highway, such petition shall be honored in the same manner as petitions heretofore submitted to Council, subject to the provisions of Ohio R.C. 727.06, and any other statute relating to petitions for capital improvement and assessment.
