The Director of Public Safety and Service shall prepare a schedule of prices for the placement of asphalt pavement placed under the provisions of this chapter. Any person making openings or excavations shall pay to the City the cost of the required inspection, which cost shall be based on the prevailing hourly rate for each City inspector, except that the permit fee shall be credited against the inspection costs.
