As used in this chapter, the following words shall have the meanings ascribed herein, unless otherwise provided.
(a) "Unimproved street" means a street without any surface improvement.
(b) "Improved street" means a street of added surface by stabilization such as asphalt, oil or any bituminous application.
(c) "Paved street" means a street of brick surface laid on concrete, sand, crushed slag or gravel, or a street constructed of sheet asphalt, asphaltic concrete or a resurface of sheet asphalt or asphaltic concrete over brick, or a street of entire concrete construction.
