Whenever the Mayor has failed to issue a license as set forth above, the applicant may appeal the decision of the Mayor to Alliance City Council upon the filing of a Notice of Appeal setting forth the reasons the applicant believes a license should be granted. Alliance City Council shall schedule a hearing within thirty days from the date of filing the Notice of Appeal and render its decision not later than twenty days after the date of the appeal hearing.
