Permittees shall comply with the following safety requirements for all oil and gas wells in the City of Alliance:
(a) All drilling rigs shall be provided with a fire extinguisher of not less than twenty pounds, dry chemical.
(b) Shut-in valves on well heads and tank batteries shall be painted bright yellow for identification purposes to assist emergency shut-in of the well site if necessary.
(c) All wells shall comply with the standards set forth in API Recommended Practice 2003 Protection Against Ignitions Arising Out of Static, Lightening and Stray Currents;
(d) All wells shall be equipped with an emergency shutoff switch or Murphy switch;
(e) All tank batteries shall be constructed to prevent the continuous release of gas or vapor;
(f) A low pressure PSI relief valve shall be installed on the vent stack.
