743.13 PUBLIC STREETS AND ACCESS ROADS.
   All permittes shall provide a twenty five thousand dollar ($25,000) road bond or other financial guarantee satisfactory to the Mayor which shall be placed with the City Auditor to insure that all roads are properly improved from any damage incurred from the drilling of an oil or gas well. Bond is to remain in effect until such time as the actual drilling of the well is completed, the drilling equipment is removed, and the Mayor or his duly designated agent has determined that all damage to roads has been corrected to his satisfaction.
   All permittees shall use care at a drilling site to keep the area around such drilling site free of mud which may be carried on the public streets by any vehicle or other equipment used at a drilling site. Should any mud be carried on the public streets from a drilling site, the permittee may be required to clean up such streets to the satisfaction of the Mayor or his duly designated agent.
   The Mayor shall have the authority to request a permittee to take specific steps to reduce mud at any given location. Failure of a permittee to clean up the public streets to the satisfaction of the Mayor, or failure to take steps to reduce mud at a given location as requested by the Mayor shall be grounds for revocation of a permit and shall further be a misdemeanor as set forth in Section 743.99.
   Prior to the commencement of the drilling operation and prior to the installation of any tanks, the permit holder shall provide access roads, to the satisfaction of the City Engineer, to all well and tank sites. All tank access roads shall be constructed of suitable slag, gravel, crushed stone or other road surface material, be of good width to allow travel by firefighting equipment, and be maintained in good condition free of mud and dust.
