Any person, firm or corporation desiring to engage in the drilling of a well for oil or gas, or to carry on the operation of an oil or gas well, within the corporate limits of the City, shall make application to the Mayor upon such forms as may be prescribed for a permit to do so. Such application shall be accompanied by a fee of fifteen hundred dollars ($1,500). There shall be filed a separate application and fee for each well contemplated.
No refund or any permit fee or part thereof shall be returned for a dry hole or for failure to exercise the privilege to drill upon a site covered by such a permit.
