No person shall burn any junk, rubbish or refuse within the confines of any junk yard within the corporate limits of the City or on the lands or streets adjacent thereto, nor shall any person cause any fires to be started or maintained on the premises of any junk yard for the purpose of consuming or burning junk, rubbish or refuse of any kind whatsoever.
