Every licensee under the provisions of this chapter shall make on the day of the transaction and keep in a record book for that purpose a record of the name and address of every person from whom any junk is bought or received, or to whom any junk is sold or exchanged, and a correct list of all junk bought, collected or received. Every entry shall be numbered consecutively beginning with number one. All such licensees shall at all times keep such record open for inspection by the Police Chief, to any member of the Police Department and to all other persons who are authorized by the Police Chief or by the Mayor to make such inspection.
