The junk bought, collected or received by any licensee under the provisions of this chapter, except one who does not have a place of business in a building, shall be kept in an accessible place in the building or other place where such articles are purchased, received or stored. Such junk shall be subject to inspection by the Police Chief, any member of the Police Department and all other persons who are authorized by the Police Chief or by the Mayor to make such inspection.
