The Mayor is hereby authorized to grant for a period of one year a license to any suitable person applying therefore authorizing such person to conduct and maintain a junk shop or junk yard within the corporate City limits, for property located in an area zoned I-2 Heavy Industrial only, upon payment to the Mayor for such license in the sum of one hundred dollars ($100.00). However, where the applicant does not have a permanent place of business and carries on his business in a wagon or other vehicle or sells or removes his junk from within the corporate limits of the City each day, then the license fees shall be ten dollars ($10.00) for each and every day such applicant desires to conduct his business within the corporate limits of the City.
