No person shall hold any public dance or ball in any hall until the dance hall in which the same may be held first has been licensed for such purposes. Such license shall be issued by the Mayor. The fee for such license shall be fifteen dollars ($15.00) and all moneys received by way of license fees shall be paid into the General Fund of the City.
