Any licensee or prospective licensee under this chapter, whose license has been revoked or who has been refused a license may appeal in writing to a board consisting of the Mayor, the Director of Public Safety and Service and the Police Chief, within ten days after the date of mailing of the notice or revocation or denial by the Mayor. Such board shall consider such appeal in whatever manner it may determine and its decision thereon shall be final.
