729.11 REFUSAL TO GRANT LICENSE; NOTICE.

The Mayor is hereby authorized and empowered to deny for a reasonable cause any application for a license under this chapter. He shall notify such prospective licensee by registered mail, directed to the last known address of such prospective licensee, of his decision to deny such license.
