Any licensee under the provisions of this chapter may transfer the registration sticker issued in accordance with the provisions of Section 729.04, from time to time from one instrument or device to another, provided, however, that application for such transfer shall be made to the Mayor and such application shall be approved by the Mayor and a record thereof made in his office. There shall be no fee for the transfer provided for in this section.
