No person shall or shall be permitted to maintain, operate or have possession of, in or about any premises under his control, which is open to the public or to the membership of any club or society, any mechanical amusement device or mechanical musical instrument or device, unless a license and registration for each such device has first been obtained by the owner from the Mayor.
"Premises which are open to the public" or similar phrases, as used in this section, shall include clubs, private clubs, headquarters and meeting places of fraternal and other societies, associations, bodies and all other public places.
