Every owner, proprietor or operator of any place of amusement, circus, carnival, fair or other amusement or any place where any device of amusement is operated for profit shall provide on-site separate toilet facilities for use by male and female employees and patrons of such nature, kind and capacity as may be required by the Health Commissioner.
