Licenses required by this Business Regulation Code shall be granted by the Mayor of the City when the person desiring such license applies therefor and answers truly, under oath, such questions as the Mayor may deem necessary to satisfy him of the particular license required and such applicant further pays to the Mayor, for the use of the City, the sum of money as required.
