(a) Each convicted sex offender within the meaning of this chapter, at the time of registering and furnishing the information required, shall be photographed and fingerprinted by the Police Chief who shall cause such photograph and fingerprints to be made a part of the registration record of such offender.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
