§ 5.31.010 EXEMPTION FROM LICENSE FEES.
   No license fee imposed by Title 5 of this code shall be collected from any physically disabled person who makes application therefor and meets the following conditions;
   (A)   Has served full time in the armed forces of the United States in time of national emergency or state military emergency or during any campaign or expedition of the armed forces; and
   (B)   Has been honorably discharged or released from the armed forces; and
   (C)   Is a qualified elector of the State of California; and
   (D)   Is physically unable to obtain a livelihood by manual labor; and
   (E)   Is self-employed and carrying on a business as a:
      (1)   Solicitor or peddler of goods, wares or merchandise not prohibited by law who has complied with the provisions of this title and all other laws pertaining thereto; or
      (2)   Driver or operator of a vehicle used to carry passengers or goods, baggage or freight who has complied with the provisions of this title and all other laws pertaining thereto; or
      (3)   Private patrolman, watchman, private policeman, detective or investigator who has complied with the provisions of this title and all other laws pertaining thereto; or
      (4)   Distributor or poster of signs or handbills who has complied with the provisions of this title and all other laws pertaining thereto; and
   (F)   Submits to the Director of Finance the proof required by §§ 5.31.020 and 5.31.030.
