§ 2.30.100 ADVISORY BOARD TO COUNCIL.
   The Youth Commission shall act as an advisory board to the City Council and shall, either upon its own initiative or upon the specific request of the City Council, make investigations and recommendations directly to the Council in an advisory capacity as to those matters pertaining to the activities or needs of the youth in the city.
