§ 2.23.010 PURPOSE OF CHAPTER.
   The declared purpose of this chapter is to provide citizens with an adequate opportunity to participate in an advisory role in planning implementing and assessing the city's Consolidated Strategy and Plan for Housing and Community Development Programs. Such citizen participation shall include, but not be limited to, involvement in developing the citizen participation plan as well as involvement in the following areas:
   (A)   Application development. Citizens shall be involved in development of the annual application, including:
      (1)   The three-year Consolidated Strategy and Plan for Housing and Community Development Programs, including the identification of community development and housing needs, and the setting of priorities;
      (2)   The annual Consolidated Strategy and Plan for Housing and Community Development Programs Update; and
      (3)   Subsequent amendments and other changes to the above.
   (B)   Program implementation.
   (C)   Assessment of performance.
