§ 2.16.020 CITY DEPARTMENT HEADS.
   (A)   Assistant City Manager; office and duties. The Assistant City Manager(s) shall be appointed by the City Manager, subject to the ratification thereof by the City Council. Under the administrative direction of the City Manager, the Assistant City Manager shall plan, organize and direct the activities of the Management Services Department as assigned.
   (B)   Director of Human Resources and Risk Management; office created and duties.
      (1)   The Director of Human Resources and Risk Management shall be appointed by the City Manager, subject to the ratification thereof by the City Council. Whenever hereinafter in this code the words “Director of Human Resources” or “Director of Risk Management” are used, the words “Director of Human Resources and Risk Management” shall be substituted in lieu thereof.
      (2)   Under the administrative direction of the City Manager, the Director of Human Resources and Risk Management shall plan, organize and direct the activities of the Human Resources Department and perform other duties as assigned or required by law. The Director of Human Resources and Risk Management shall be the city’s Personnel Officer and shall be responsible for the procurement and administration of the city’s insurance and risk programs, including, but not limited to, serving as the staff representative (alternate) to the governing board and/or committees of any insurance pool to which the city belongs. The Director of Human Resources and Risk Management shall also administer the city’s workers compensation and liability programs, including, but not limited to the acceptance or rejection and processing of all claims associated therewith; provided, however, that settlement of any claims shall require the approval of the City Manager, City Attorney and/or City Council (depending upon the amounts at issue).
   (C)   Chief of Police; office and duties.
      (1)   The Chief of Police shall be appointed by the City Manager, subject to the ratification thereof by the City Council.
      (2)   Under the administrative direction of the City Manager, the Chief of Police shall plan, organize and direct the activities of the Police Department and perform other duties as assigned or required by law.
   (D)   Director of Parks and Recreation; office and duties.
      (1)   The Director of Parks and Recreation shall be appointed by the City Manager, subject to the ratification thereof by the City Council. Wherever hereinafter in this code the words “Superintendent of Parks and Recreation” or “Director of Human Services” or “Director of Community Services” are used, the words “Director of Parks and Recreation” shall be substituted in lieu thereof.
      (2)   Under the administrative direction of the City Manager, the Director of Parks and Recreation shall plan, organize and direct the activities of the Parks and Recreation Department and perform other duties as assigned or required by law.
   (E)   Director of Public Works and Utilities; office and duties.
      (1)   The Director of Public Works and Utilities shall be appointed by the City Manager, subject to the ratification thereof by the City Council. Wherever hereinafter in this code the words “Director of Public Services” or “City Engineer” or “Director of Public Works/City Engineer” or “Director of Public Works” are used, the words “Director of Public Works and Utilities” shall be substituted in lieu thereof.
      (2)   Under the administrative direction of the City Manager, the Director of Public Works and Utilities shall plan, organize and direct the activities of the Department of Public Works and Utilities and perform other duties as assigned or required by law. The Director of Public Works and Utilities shall serve as Street Superintendent or executive manager for the water, wastewater, and storm drain utility operations of the city, as required by the City Charter, city ordinances and state statutes.
   (F)   Community Development Director; office and duties.
      (1)   The Community Development Director shall be appointed by the City Manager, subject to the ratification thereof by the City Council. Wherever hereinafter in this code the words “Director of Development Services” are used, the words “Community Development Director” shall be substituted in lieu thereof.
      (2)   Under the administrative direction of the City Manager, the Community Development Director shall plan, organize and direct the activities of the Community Development Department and perform other duties as assigned or required by law.
   (G)   Director of Finance; office and duties.
      (1)   The Director of Finance shall be appointed by the City Manager, subject to the ratification thereof by the City Council.
      (2)   Under the administrative direction of the City Manager, the Director of Finance, shall plan, organize and direct the activities of the Department of Finance and perform other duties as assigned or required by law. The Director of Finance shall also act as the General Purchasing Agent.
   (H)   Fire Chief; office and duties.
      (1)   The Fire Chief shall be appointed by the City Manager, subject to the ratification thereof by the City Council.
      (2)   Under the administrative direction of the City Manager, the Fire Chief shall plan, organize and direct the activities of the Fire Department and perform other duties as assigned or required by law.
   (I)   Library Director; office and duties.
      (1)   The Library Director shall be appointed by the City Manager, subject to the ratification thereof by the City Council.
      (2)   Under the administrative direction of the City Manager, the Library Director shall plan, organize and direct the activities of the library and perform other duties as assigned or required by law.
