§ 17.28.040 APPROVAL OF MATERIALS.
   All materials used in any work done under provisions of this title shall be first-class material suitable for the purpose. The manner of construction shall meet all the requirements prescribed by all city specifications in connection therewith, this chapter, or any other section of this code. All such work shall be approved by the City Engineer and Superintendent of Building before a certificate of final inspection shall be issued.
