A person shall not discharge or deposit, or cause or suffer to be discharged or deposited at any time, any industrial waste effluent, or any other material which may create a public nuisance, or menace to the public health and safety, or which may pollute underground or surface waters, or which may cause damage to any public sewer, waterway, or sewage treatment process or plant, or to public or private property.
