Unless such property has been assessed for the construction of such sewer and such assessment has been paid, a permit shall be issued to make such sewer connection only upon the payment of the fees provided in Chapter 13.20 of this code, regulating the making and refilling of excavations and the making of fills in public streets, alleys, sidewalks and other public places, and upon the payment to the city of the fees hereinafter provided for in Chapter 16.29 of this code.
