No person shall connect or cause or permit to be connected any roof drain, yard drain or other conduit used for carrying off rain or surface water, with any public sewer or house connection sewer leading thereto. No person shall cause or permit any indirect connection to the public sewer or house connection sewer leading thereto by means of which rain or surface waters are permitted to enter a public sewer.
