Every person authorized to open fire hydrants will be required to replace the caps on the outlets when the same are not in use and to operate the hydrant as instructed by the Superintendent of the Water Department or one of his authorized representatives. Failure to do so shall be deemed sufficient cause to prohibit further use of the hydrants and the refusal to grant subsequent permits for the use of such fire hydrants.
