§ 13.34.085 HARMFUL MATERIAL; BLINDER RACKS.
   The display of material which is harmful to minors as defined by Cal. Penal Code § 313(a) is prohibited unless it is screened from public view by placement of a blinder rack satisfactory to the Director of Public Works or his or her designee.
