§ 11.04.032 PREFERRED PARKING DISTRICT.
   The term PREFERRED PARKING DISTRICT means:
      (1)   Those certain residential streets or street, or any portion thereof, designated as such a district by resolution of the City Council after certain findings have been made for the purposes of enhancing and/or protecting the quality of life in the area of any such district so designated threatened by noise, traffic hazards, environmental pollution, or devaluation of real property resulting from commuter or nonresidentially oriented vehicular traffic, and providing reasonably available and convenient parking for the benefit of the adjacent residents; or
      (2)   Those certain streets or street, or any portion thereof, within the Alhambra Industrial Redevelopment Project Added Area "A" or the Alhambra Central Business District Redevelopment Project Area designated as such a district by resolution of the City Council after certain findings have been made for the purposes of enhancing and/or protecting the livelihood of the merchants in the area of any such district so designated threatened by noise, traffic hazards, environmental pollution, loss of revenue, or devaluation of real property resulting from lack of convenient customer or employee parking, safeguarding and/or enhancing the economic well-being of the city and its residents whose health, safety and welfare would be adversely impacted by declining sales tax revenue and real property values, and providing reasonably available and convenient parking for the benefit of those who do business, work or reside within any such district so designated.
