§ 9.88.020 WATERWAY CONTROL.
   (A)   A person shall not remove, cut through, destroy or disturb in any manner whatsoever, any of the protection work, embankments or other flood-control work in any waterway, except as provided by § 9.88.010.
   (B)   No person shall place, or cause to be placed in a natural channel of any waterway in the city or upon any property over which the city or the county flood control district has an easement for flood control purposes, duly recorded in the office of the recorder of the county, any wire, fence, building or other structure, or any rubbish, refuse, tin cans or other matter that may impede, retard or change the direction of the flow of water in any waterway, or that will catch or collect debris carried by such water, or that is placed where the natural flow of the storm and flood water would carry the same down stream, to the damage and detriment of either private or public property adjacent to such waterway or any storm drain structure constructed or permitted to be constructed by the city in such waterway.
   (C)   No person shall construct, or attempt to construct any earth fill, stone work, abutment, or any means to divert, alters change or disturb the natural channel of any waterway without a permit from the City Council so to do.
   (D)   No person shall remove any sand, gravel, or material of any kind from any waterway.
