When an inspection and test shall have been made by the City Manager or his duly authorized deputy, and it is found as a result of such inspection and test that any device or apparatus is being operated in violation of the terms of this chapter, the person responsible for the operation of such device or apparatus shall be notified in writing to discontinue the use of such device or apparatus or to make additions, repairs or modifications thereof, in order that the same may be operated in a manner which complies with the provisions of this chapter. The mailing of such notice by registered letter, addressed to the owner or operator of the device or apparatus at the premises where the device or apparatus is located shall constitute a sufficient notice for the purpose of this chapter.
