It shall be unlawful for any person to operate in the city any device or apparatus, the operation of which will cause interference with the reception of radio or wireless communication in time of disaster or emergency, police department, fire division and sheriff's communications, radio broadcast reception or other communication systems, wire or wireless, unless additions, repairs or modifications which effectively prevent such interference are applied to such device or apparatus. It shall be unlawful for any person to broadcast or cause to be transmitted any radio emissions not authorized by the federal government.
