Applicants for events not sponsored by the city shall pay to the city a permit fee, the amount of which shall be equal to the city's costs incurred in processing the application and providing the necessary city equipment and personnel to insure the public's safety on account of the event. This fee shall be determined by the Director of Finance based upon the estimates of all affected city departments and shall be due and payable by applicant to the city prior to the issuance of the permit.
