It shall be unlawful for any person to post, affix, paint, print or otherwise affix or cause to be posted, affixed, painted, printed or otherwise affixed any bill, poster, sign, advertisement, notice, card or other device upon any telegraph pole, telephone pole, fire alarm pole, electric light pole, street railway pole or other pole, post or standard located in or upon any street, highway, alley, parkway, sidewalk or other public place within the city; except, such signs as may be authorized to be placed thereon by the City Council.
