This chapter is necessary for the protection of life, property, health, safety, and welfare of the public and is adopted pursuant to the powers vested in the City of Alhambra under the laws and the Constitution of the State of California, including the police powers vested in the city pursuant to Article XI, section 7 of the California Constitution, and Cal. Labor Code § 1205(b).
