§ 5.28.045 PUBLICATION OF NOTICE.
   Applicant shall publish at its sole expense and at no cost to the city in a newspaper of general circula-tion within the city a notice of its intent to solicit, stating the area of the city to be solicited and the dates during which solicitations are to be conducted.
