It shall be unlawful for any person to engage in or carry on the business of an auctioneer in the city for the sale at public auction of real or personal property without first having obtained and having in effect a license to do so and having in effect a bond as required by § 5.08.100; provided, however that the City Council hereby reserves the right to waive the fee for any religious, charitable or eleemosynary organization.
