The first desk sergeant shall act as custodian of all unclaimed property and shall keep a suitable record book in which shall be entered the names of all articles of property which may come into the possession of the Police Department, the date received, from whom received, by whom claimed, to whom delivered, the date of delivery and the signa-ture of the party receiving such articles.
