§ 3.12.160 APPROPRIATIONS LAPSE AT END OF YEAR.
   All appropriations shall lapse and be returned to unappropriated surplus at the end of the budget year to the extent that they shall not have been expended, lawfully encumbered, or placed in a reserve.
