SEC. 106. APPLICATION OF GENERAL STATE LAW GOVERNING FIFTH AND SIXTH CLASS CITY ELECTIONS.
   The provisions of the general law of the state, where same are not in conflict with the provisions of this Charter, in force at the time of any city election, shall govern such city election in matters for which no provision is made in this Charter and the council and the city clerk respectively, shall exercise the powers and perform the duties conferred on or imposed by such laws on any board or officer concerning such elections; provided, that where this Charter makes provisions relating to any matter contained in such general laws, said Charter provision shall govern.
