SEC. 103. THREE KINDS OF CITY ELECTIONS DESIGNATED.
   Elections to be held in said city for the purpose of electing the officers thereof and for all other purposes are of three kinds:
   1.   General municipal elections.
   2.   Special elections.
   3.   Primary nominating elections when required as provided herein.
