§ 2.04.220 STANDARDS OF DECORUM.
   (A)   By Council members. While the Council is in session the members must preserve order and decorum, and no member shall, either by conversation or otherwise, delay or interrupt the proceedings or the peace of the Council or disturb any member while speaking or refusing to obey the orders of the Council or its presiding officer, except as otherwise herein provided.
   (B)   By persons. Any person addressing the Council who refuses to stop speaking after his or her time has expired or any person who behaves in such a manner as to interfere with or impede the progress of the City Council meeting who, after a request by the presiding officer, refuses to cease such behavior may be removed from the City Council chambers upon direction of the presiding officer.
