§ 23.86.050 ENFORCEMENT.
   (A)   The Department of Community Development shall be responsible for monitoring and enforcing, the conditions of approval and standards imposed on all administrative permits for emergency shelters granted by the city and this title. Any shelter which is established, operated, erected, moved, altered, enlarged or maintained contrary to the provisions of this title or any condition of approval, is hereby declared to be unlawful and shall be subject to the remedies and penalties set forth in Chapter 1.12 of this code.
   (B)   Any violation of this chapter shall be and is hereby declared to be a public nuisance and contrary to the public interest and shall, at the discretion of the city, create a cause of action for injunctive relief.
