A development agreement pursuant to Cal. Gov't Code §§ 65864 et seq. may be adopted by the City Council only if the following findings of fact can be made in a positive manner:
(A) The proposed development agreement is consistent with the objectives, policies, general land uses and programs of the General Plan; and
(B) The adoption of the proposed development agreement would not be detrimental to the public interest, health, safety, convenience or welfare.
