§ 23.56.050 TERMINATION OF NONCONFORMING BUILDINGS AND USES.
   (A)   The following legal nonconforming buildings and uses shall be discontinued or removed or altered to conform to the provisions of this title within the following time limits from the effective date of this title, and upon the finding by the Director that the continuance of the nonconforming building or use for the specified time would not be detrimental to the public health, safety, and general welfare:
      (1)   A nonconforming use which does not occupy a structure: 90 days;
      (2)   A nonconforming use occupying a structure having an assessed valuation of not more than $1,500: 90 days;
      (3)   A nonconforming use occupying a structure having an assessed valuation of more than $1,500: seven years from the effective date of this title;
      (4)   Nonresidential property which is improved with nonconforming building(s) or struc-ture(s): 30 years from the effective date of this title.
   (B)   Except as otherwise expressly provided in this chapter, while a nonconforming building or use exists on any lot, no new building may be erected thereon unless the nonconforming building or use is eliminated.
