§ 23.54.060 DEVELOPMENT STANDARDS.
   Service stations shall be designed so that form and scale are integrated with adjacent development as well as the general character of the area. The station shall also be subject to the regulations of the zone in which it is located, as well as the following restrictions:
   (A)   Setbacks.
      (1)   No building shall be situated less than ten feet from the side and rear lines of adjacent lots where the lots are located in a residential zone.
      (2)   Pump islands shall be located a mini- mum of 20 feet from a street property line; however, a canopy or roof structure over a pump island may encroach up to ten feet within this distance.
   (B)   Access.
      (1)   There shall not be more than two vehicular access points to any one street.
      (2)   There shall be a minimum distance of 30 feet between curb cuts along a street frontage.
      (3)   No driveway may be located closer than five feet to the end of a curb return, nor closer than 20 feet to a common private line.
      (4)   The width of a driveway other than a common driveway may not exceed 35 feet at the sidewalk. A common driveway may not exceed 50 feet in width at the sidewalk.
   (C)   Number of pumps. Each new service station shall have at least four fueling dispensers to allow a minimum of eight individual vehicles to be refueled at the same time.
   (D)   Parking.
      (1)   On-site parking shall be provided as follows: Two spaces for each pump island, plus one space for each service bay. A minimum of three spaces shall be provided for a stand-alone service station development. Retail food facilities and/or convenience stores in conjunction with service stations shall provide additional parking at the ratio of one space for every 250 square feet of gross floor area of any building used for non-automotive retail purposes. A minimum of five parking spaces shall be provided for developments with non-automotive retail facilities.
      (2)   Outside storage of motor vehicles is prohibited. For the purpose of this section, “outside storage” shall mean the parking of a motor vehicle in an unenclosed area of the service station for longer than 24 hours, unless the vehicle is in the process of being serviced, in which case it may be parked for a period of not more than 72 hours.
      (3)   No vehicles may be parked on public property.
      (4)   No vehicle may be parked on the premises for the purpose of offering same for sale.
   (E)   Landscaping. Landscaping shall comprise a minimum of 10% of the service station site area, and shall be provided and maintained according to the following regulations, as well as those contained in Chapter 23.62 of this title.
      (1)   A minimum five-foot wide (inside dimension) raised planter area shall be provided along interior property lines, except for openings to facilitate vehicular circulation to adjacent properties. Where adjacent to a periphery wall, trees planted not more than 16 feet apart shall be included in the planter areas.
      (2)   A planter area of not less than 200 square feet shall be provided at the corner of two intersecting streets.
      (3)   Landscaping shall not exceed a height of 30 inches, except for landscaping located next to main structures and along interior property lines.
      (4)   A minimum of 50 square feet of planter area shall be located along those portions of the main building fronting on a public street.
      (5)   Additional landscaping may be required to screen the service station from adjacent properties.
   (F)   Service bays. Openings of service bays shall not face abutting rights-of-way and shall be designed to minimize visual intrusion onto abutting properties.
   (G)   Site maintenance.
      (1)   No used or discarded automotive parts or equipment, or permanently disabled, junked or wrecked vehicles may be located outside the main building except within an enclosed refuse storage area.
      (2)   A refuse storage area, completely enclosed with a masonry wall not less than five feet high and a solid opaque gated opening shall be provided. The enclosure shall be large enough to accommodate standard sized commercial trash bins and shall be located on the rear portion of the property in such a manner as to be accessible to refuse collection vehicles.
   (H)   Lighting. All light sources, including canopy, perimeter and flood, shall be shielded or recessed so that light is deflected away from adjacent properties and rights-of-way. A photometric study shall be provided to demonstrate compliance with this section. Lighting shall not be of such a high intensity as to cause a traffic hazard or adversely affect adjoining properties. No luminaire shall be higher than 15 feet above finished grade.
   (I)   Peripheral wall.
      (1)   Where a service station adjoins property in a residential zone, a six-foot high decorative masonry wall shall be constructed. Materials, textures, colors and design of the wall shall be compatible with on-site development.
      (2)   The wall shall decrease to a height of 30 inches within the established front yard setback line of a residentially zoned lot abutting or directly across an alley from the service station.
   (J)   Restrooms and screening. Restrooms shall be provided for both sexes, shall be available for customer use during all hours of business and shall be maintained in a clean and safe manner by the business owner. All restrooms shall be accessible only from the inside of a building and shall not have independent access to the exterior. Restroom locations shall be identified by appropriate signage.
   (K)   Noise. Noise from bells or loudspeakers shall not be audible from residentially zoned properties or existing residences between the hours of 7 p.m. and 7 a.m. on weekdays and Saturdays, and before 10 a.m. and after 7 p.m. on Sundays.
   (L)   Retail food facility and convenience store standards. The following regulations shall only apply to retail food facilities and convenience stores operated in conjunction with service stations:
      (1)   The minimum gross floor area of a retail food facility or convenience store shall be 1,000 square feet.
      (2)   Goods and services available for sale shall be limited to those commonly available in restaurants and/or convenience stores, including prepared foods, packaged goods and beverages, dairy products, household soaps and cleaners, tobacco products, health and beauty aids, books, magazines and newspapers.
      (3)   Arcade and video game machines shall be prohibited.
      (4)   All signage shall be in conformance with the regulations contained in Chapter 23.50 or 23.51, as applicable.
      (5)   The sale of alcoholic beverages shall be prohibited.
