The Planning Commission may approve the establishment of a new service station or the enlarge-ment or alteration of an established station only through the granting of a conditional use permit. In addition to the findings required by Chapter 23.66 of this title, the Commission shall also make the following findings:
(A) That the proposed use will not substantially increase vehicular traffic on any street in the immediate vicinity, especially those serving residential uses;
(B) That the proposed use will not create increased traffic hazards to pedestrians when located near a school, church, auditorium, theater, or other place of assembly.
