§ 23.52.080 LOCATION OF REQUIRED PARKING AND LOADING SPACES.
   (A)   All required parking spaces within commercial and industrial zones shall be on the development site they are designed to serve, except as provided in division (B) of this section.
   (B)   Required parking may be located off-site within commercial and industrial zones, provided that the owner or lessee of record of the project site is able to furnish satisfactory evidence to the Director that he owns sufficient property to provide the minimum amount of parking for the related use as required by this chapter. Such property shall be subject to a recorded deed, lease or agreement which shall provide that for a period of not less than the expected life of the building or use on the develop-ment site, the property shall be used solely for parking for the related use.
   (C)   Parking within the R-1 and R-2 zones shall be located on the same lot as the dwelling served, and shall not be located within a required front or street side yard, as shown in Diagram B. Sub-terranean and semi-subterranean parking shall be pro-hibited in the R-1 and R-2 zones. All parking in these zones shall be at grade level.
   (D)   Parking within the R-3 zone shall be located on the same lot as the dwelling served, or in the case of parking being located in a common area, not more than 125 feet from the dwelling served, and shall not be located within a required front or street side yard, as shown in Diagram B (diagram B appears at the end of this chapter).
   (E)   Required loading spaces shall be located immediately adjacent to the exterior wall of the building. Such spaces shall not be located in any required front or side yard.
   (F)   Loading spaces shall be set back a minimum of 25 feet from any residentially zoned property.
   (G)   Loading spaces shall be so located and designed so that trucks shall not be required to back into or from an arterial or collector street or an alley within 50 feet of any such street for ingress or egress.
